From the supplier: An effective human resources development plan requires a comprehensive training needs analysis to support it. This is especially true in the electric cooperative industry, where long-range plans are the norm. A two- to three-year program should consider industry growth, services and management needs in the future, as well as goals and means of developing employees, recruitment and promotion practices, compensation and legal aspects. However, the needs assessment process should precede all such discussions, since it will provide the needed information for all these decisions. This process involves a meeting with representatives from all levels of the firm; a review of all positions, during which each job and its requirements are identified; a personnel review for evaluative purposes; and the training and development assessment of human resource development needs over the next few years.
